HanVoice is coordinating the design and implementation of a multiyear advocacy platform and strategy to strengthen international justice and accountability measures as part of the implementation and follow-up of the United Nations Commission of Inquiry on the situation of human rights in the Democratic People’s Republic of Korea report’s findings and recommendations.

HanVoice is seeking to procure three entities to provide the following services:

  • United Nations Human Rights Council Consulting, Training, and Support based in Geneva, Switzerland

  • United Nations General Assembly and Security Council Consulting, Training, and Support based in New York, United States

  • International Advocacy and Research Support based in Seoul, South Korea

  • Legal Research, Training, and Support

We will be issuing a second request for proposals in December 2023 for an entity to support escapee community engagement.

Interested entities are invited to submit a proposal, which will include the following:

  • Cover Letter (1 page maximum): A brief cover letter introducing your organization and expressing your interest in this project.

  • Company Profile (2 pages maximum): An overview of your organization's experience in providing consulting, training, and support services for advocacy at the Human Rights Council or similar venues.

  • Work Plan (2 pages maximum): A monthly work plan with a description of activities, proposed staff LOE dedicated to activities under the work plan, and schedule of deliverables on a month-over-month basis.

  • Budget: A comprehensive budget proposal, including all costs associated with delivering the consulting, training, and support services.

  • References: Contact information for three references from previous clients or collaborators who can speak to your expertise in providing similar services.

HanVoice reserves the right to reject any or all proposals or to accept the proposal(s) deemed most favorable to HanVoice. Following the evaluation of the submitted proposals, HanVoice may consider entering negotiations for a contract with any prospective supplier if it believes that the overall content and value meet our requirements. The solicitation of proposals does not in any way commit HanVoice to accept any proposals or to commence negotiations with any potential supplier, and the submission of a proposal does not constitute a legally binding agreement between HanVoice and any supplier.

HanVoice is an international charity based in Canada working to advance human rights in North Korea. HanVoice operationalizes its mission through refugee resettlement, human rights education, and policy development. Amongst other efforts over the past 15 years, HanVoice has convened global and regional summits between 2021-2023; successfully lobbied for a special public policy with the Government of Canada, and is facilitating a historic pilot program that would resettle North Korean escapees in transit through private sponsorship; appeared on over 350 news outlets around the world including The Associated Press, Washington Post, Wall St. Journal, and CBC News; and has testified over 5 times in the House of Commons and Senate of Canada with over 400 minutes of oral testimony and over 20,000 words entered into the parliamentary record.
